Kandy Liu

California State University San Bernardino

Kandy Liu serves as the Executive Director of Audit and Advisory Services at California State University, San Bernardino. She is a certified government auditing professional with over 12 years of public sector experience, specializing in performance audits. Kandy holds a Master of Public Administration degree, with a concentration in Public Financial Management from California State University, San Bernardino, and holds a Bachelor of Arts degree in Sociology and Business Administration from the University of California, Riverside. She is a member of the Institute of Internal Auditors (IIA), Association of College and University Auditors (ACUA), Pi Alpha Alpha Global Honor Society (PAA), and American Society for Public Administration (ASPA). Kandy is dedicated to ethical public service and is passionate about helping organizations meet their objectives. She also enjoys spending time mentoring students and young professionals.

As a Veterinary Services Operation Chief for the County of Riverside I manage a veterinary staff who are located at 4 municipal animal shelters across Riverside County and ensure all operations run smoothly in accordance with State and local laws, County policies, and Department policies.

Maroun El-Hage

EMWD

Maroun is a licensed Professional Civil Engineer in the State of California, and currently serves as a Principal Civil Engineer at the Eastern Municipal Water District, in Perris. To achieve organizational goals, Maroun collaborates with stakeholders, develops new policies and procedures, provides staff training and coaching, and maintains an effective operation through continuous and innovative improvements.​While ASPA provides networking and professional development opportunities, Maroun’s involvement with ASPA stems from his desire to utilize his acquired learning in the MPA program to help advance the ieASPA’s core values and excellence in Public Service.

Ki Eun Kang

California State University, San Bernardino

Ki Eun Kang, Ph.D., is an assistant professor in the Department of Public Administration in the Jack H. Brown College of Business and Public Administration at California State University, San Bernardino. Her research interests include community and local economic development, resilience, environmental and urban policy, behavioral public policy, and conflict resolution. She has extensive experience with quantitative research methods and analysis. Currently, she is examining resilience policies and programs in the mid-size cities in the U.S. and investigating community development conflicts within local governments. Additionally, she explores public opinions on Public-Private Partnerships (PPP), collaboration, as well as climate and environmental health topics.

Nicole Love

City of Chino

Nicole Love is a highly skilled strategic leader with a history of driving impactful projects and programs within government agencies. Currently serving as the Strategic Initiatives Manager for the City of Chino's Office of Innovation, Nicole specializes in strategic planning, cross-functional collaboration, and stakeholder engagement. She excels in fostering organizational development and change management. Throughout her career, Nicole has demonstrated a commitment to data-driven decision-making, securing grant funding, and making significant contributions to public welfare and government initiatives. Her innovative approach, grounded in human-centered design principles, enables her to facilitate effective meetings and enhance user experiences across various platforms. Previously, Nicole served as the Utility Billing and Business License Manager for the City of Chino, where she spearheaded critical billing procedures and developed policies compliant with state regulations. She has also held roles with the County of Los Angeles Treasurer and Tax Collector, overseeing business license programs and managing delinquent account collections while fostering interagency coordination and community engagement. Nicole holds an MBA in Management & Leadership and Marketing from the University of La Verne and is currently pursuing a Doctor of Public Administration (DPA) at California Baptist University. With a passion for advancing government initiatives and promoting public welfare, she is dedicated to delivering effective solutions that enhance community engagement and operational efficiency.

Brandon Trahan

County of Riverside

Brandon Trahan is a Certified Government Financial Manager (CGFM) with extensive experience in managing state and federal grants.  He joined the County of Riverside in 2015 and currently serves as Fiscal Manager for the Department of Housing and Workforce Solutions.  In this role, he leads three accounting teams overseeing grants focused on homelessness, affordable housing, and poverty reduction, ensuring regulatory compliance and providing financial updates to key stakeholders.  Brandon is committed to optimizing social service delivery and advancing public administration through strategic financial management and innovative solutions.
